DISTRICT WATER MANAGEMENT AGENCY (DWMA) KURNOOL DISTRICT

ORGANISATION:

District Water Management Agency, Kurnool District has been created as a separate establishment during 2001 bifurcating from DRDA exclusively to look after development of human resources and Natural Resources on Watershed Basis.  Consequently, the Govt. vide GO.MS.No.84 PR&RD (RD-IV) Dept. Dt.22-03-03  have issued orders changing the nomenclature of Project Director DPAP as  Project Director District Water Management Agency (DWMA) uniformly for all  districts in the state.

The District Collector is Chairman of DWMA. The Project Director is the head of the agency at District level. The agency is implementing the schemes such as

MAHATMA GANDHI NATIONAL RURAL EMPLOYMENT GUARANTEE SCHEME – AP  KURNOOL DISTRICT

Govt. of India passed National Rural Employment Guarantee Act, 2005 in Parliament under Central Act No.2 of 2005.

In exercise of the powers conferred under sub-section (1) of Section 4 of NREGA, the Govt. of Andhra Pradesh notified the scheme as “NREGS-AP”.

This scheme has come into force w.e.f. 01.04.2007 in the rural areas of Kurnool District (2nd phase).

OBJECTIVES :

  • To provide livelihood security of the households in rural areas by providing at least 100 days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual works.
  • Creation of durable assets and strengthening the livelihood resource base of rural poor.

FUNDING :

  • Implemented as Centrally Sponsored Scheme (CSS) on cost sharing basis between the Centre & State in the ratio of 90:10.

NON NEGOTIABLES :

  • Every registered rural household shall be provided not less than 100 days of wage employment on demand in a financial year.
  • Payment of wages shall be made at least once in a fortnight.
  • Equal wages shall be paid to men and women.
  • Contractors & labour displacing machinery shall not be engaged.
  • Only works approved by Gram Panchayat (Grama Sabha) at village level, Mandal Parishad at Mandal level and Zilla Parishad at District level shall be taken up.

RIGHTS & ENTITLEMENTS :

  • Every adult member whose name appears in the Job Card shall be entitled to apply for unskilled manual work. He is called as ‘wage seeker’ in NREGS.
  • All persons belonging to a household and registered shall be entitled to employment as many days as each applicant subject to a maximum of one hundred days per household in a given financial year.
  • If the work is not available & not provided with in the village and provided outside a radius of 5 Kms, they shall be paid an extra 10% of prevailing wage rate to meet addl.transportation & living expenses.
  • 1/3rd of the wage seekers shall be Women.
  • Wage seekers are entitled for worksite facilities i.e.
    • Drinking Water,
    • Shade,
    • First Aid Box,
    • Aaya (for more than 5 children)
  • Any injuries in the course of employment, person is entitled for medical treatment. (Refer GO 303)
    • Hospitalization
    • Transport Charges
    • Accommodation
    • Treatment & Medicines
    • Daily Allowance (1/2 of wage rate)
  • If a person employed dies or becomes permanently disabled by accident, he/she shall be paid an ex-gratia @Rs.50,000 and the amount shall be paid to the disabled or legal heirs of deceased.
  • The same shall be applied to a child accompanying any employed person under the scheme.

REGISTRATION & ISSUANCE OF JOB CARDS :

  • Maximum No. of members in a jobcard is 6 & minimum age should be 18 years.
  • Submission of application for registration to the GP by any adult member of a rural household (Written/Oral).
  • Eligibility for Registration – Local Residence and Adult Status.
  • Issuance of Job Card by Panchayat Secretary/F.A within 15 days.
  • Affixing of joint photograph of the family members.
  • Necessary entries in ‘Job Card Register’.
  • In case of damage/loss, duplicate card shall be issued on request with in 7 days.

DEMAND CAPTURE:

  • Demand capture is done group wise.
  • Only SSS, Disabled & Temporary SSS are under demand mode.
  • Demand will be taken for 7 days (including Sunday). Demand will be captured from Thursday to Monday for Batch – 1 GPs and from Saturday to Thursday for Batch-2 GPs.
  • Wage seekers who have crossed 100 days of employment, cannot demand for work.
  • Receipt number is captured for every demand taken.

APPLICATION FOR WORK :

  • Individual/Group Application on plain paper or printed form.
  • Specific Period of employment sought for in application form.
  • Application for work should be for a minimum period of 14 days.
  • A dated receipt for the application for work must be issued to the applicant.
  • Necessary entries in ‘Application for Work Register’.
  • Allotment of work to the applicants with in 15 days.

WORK ALLOTMENT TO GROUPS :

  • Allotment is done group wise.
  • Groups that has demanded for work, will come for allocation.
  • Allocation will be done for a minimum of one day & maximum of 6 days.

  • Arriving Labour Budget for the financial year (GP).
  • The proportion between the wage & material component shall be in the ratio of 60:40. GP/District shall be the units.

EXECUTION :

MUSTER ROLLS :

  • Week wise attendance (6 days) captured for the wage seekers.
  • Mandays are captured group wise against each wage seeker for that particular progress. For the wage seekers to work, they should get registered in SSS groups.

MEASUREMENTS :

  • After the musters are captured, the quantity of the work done by each group will be captured.
  • Measurements are captured by TA and they are check measured by EC.
  • Once the measurements captured, will be proceeded to payments.

PAYMENTS :

  1. WAGE PAYMENTS :

    • To the individual wage seeker accounts through Aadhar enabled payment system by Department of Post, with GP as a unit.
    • Wage seeker is paid atmost Rs.194/- per day excluding other allowances.
    • Wage per day = Quantity done x Rate / No. of Days worked.

SOCIAL AUDIT :

      • As a means of promoting Transparency, Accountability, Participation & Redressal, the process of Social Audit has been initiated for the first time in NREGA.
      • It is an ongoing process through which all stakeholders are involved at every stage from planning to the implementation, monitoring & evaluation.
      • Social Audit is conducted by SSAAT – an independent organization.
      • It involves verification of work files, door-to-door interaction with primary & secondary stakeholders and inspection of worksites by Village Social Auditors/DRPs/ SRPs.
      • Conducting of Social Audit Public Forum on the findings.
      • Initiation of action against erring functionaries.
